The Faculty of Public Administration will offer a 2nd cycle degree course of study leading to a Masters of Public Administration (MPA). 2nd cycle studies in the faculty will focus on Comparative European Union Public Administration (CEUPA).
I. GENERAL DESCRIPTION OF THE GRADUATE OF THE PROGRAM
The 2nd Cycle Program in Public Administration at SEEU addresses the skills to be learned, the knowledge to be acquired, and the competences to be achieved in order to prepare students to make substantive contributions to society through careers as managers, advisors, and policy analysts in government and non-profit organizations.
II. LEARNING OUTCOMES
The skills to be learned through all programs include behavioral (intellectual and transferable) and technical (practical and knowledge-understanding). According to the chosen degree program, the learning outcomes to be acquired by the student in this program can be grouped in three major groups:

III. PROGRAM AND CURRICULUM DESCRIPTION
The 2nd Cycle Program in Public Administration will be composed of 90 ECST credits and be taught full-time over the course of three semesters (30 credits each). The program is composed of four required department wide core courses; six required CEUPA courses; participation in an extended internship with an approved public, private, or non-profit organization; and a research based master thesis (capstone).

Semester 1
• Research Methodology ( 6 credits )
• Public Policy and Management (6 credits)
• Comparative Public Administration (6 credits)
• Statistics for Public Managers (6 credits)
• Elective (6 credits)
First semester elective courses include:
• Second Pillar of EU: Justice and Home Affairs (6 credits)
• Third Pillar of EU: Common Security and Foreign Policy (6 credits)
• European Constitution (6 credits)
Semester 2
• Comparative Historical overview of State System in Europe (6 credits)
• Advanced European Studies: Law, Politics, and Institutions (6 credits)
• Administrative Structure in EU (6 credits)
• Comparative Overview of PA in Europe (6 credits)
Elective (6 credits)
Second semester elective courses include:
• Sociology of European Society (6 credits)
• European Identity, culture, and Civilization (6 credits)
• Conditions and Procedures for membership in EU (6 credits)
Semester 3
• Internship (5 credits)
• Research (5 credits)
• Thesis (capstone) (20 credits)
IV. Admission Requirements
In addition to general SEEU 2nd cycle program requirements,
the perspective student must have:
1) 1st cycle (Bachelor Degree) in public administration, law, political science, communication, sociology and economy (180-240 credits)
2) Working knowledge of Albanian, Macedonian and English.
3) Undergraduate GPA greater then 8.0 or two long articles published in internationally recognized professional journals
4) Approval from the Admission committee (Students with degrees in other disciplines may be required to take undergraduate prerequisites as part of their program).
