2ND CYCLE PROGRAM IN PUBLIC ADMINISTRATION


“PUBLIC MANAGEMENT AND LOCAL GOVERNANCE”
BETWEEN
SEEU AND PARIS 12

The Faculty of Public Administration at SEEU in conjunction with the French University Paris 12 will jointly offer a 2nd cycle degree course of study leading to a Masters Degree in Public Administration. The 2nd cycle studies in the faculty will focus on the field of Public Management and Local Governance.
The French Cooperation program currently supporting SEEU since 2003 will focus its’ activities on this Masters Degree for the next two academic years.

I. GENERAL DESCRIPTION OF THE PROGRAM

The program follows the model used by Paris 12 University and is fully accredited in France and Europe within the LMD framework of the Bologna process and has also been granted Macedonian accreditation. The modules of this degree will be delivered in two academic years from September 2005 to October 2007 plus an internship period either in Macedonia or in France.
A selection process will be open to students with a bachelors’ degree and a good working knowledge of French language. Paris 12 and the French Embassy in Macedonia will support Ph.D. scholarships to SEEU junior assistants and/or Masters students.
SEEU professors will teach approximately 25% of the total courses, with Paris 12 providing the rest of the instruction. The program tuition is modular with each independent module (course) taught by Paris 12 instructors on-site in Tetovo for an intensive one-week session. Coursework will continue after these periods facilitated by distance education. SEEU-taught modules will also be modular, but will be taught over an extended time, making this study program full time. Every student will write a Masters Thesis (in French) under the supervision of both a SEEU and Paris 12 instructor.

Main Elements of the Cooperative Program between SEEU and Paris 12 University

Paris 12 University will provide instruction, management and consultation for the program, including:

• Visit by Paris 12 Senior Instructors and Administrators in September 2005 to assist in the selection of students.
• In academic year 2005/2006 (year one), Paris 12 will teach 5 modules on-site in Tetovo
• In academic year 2006/2007 (year two), Paris 12 will teach 9 modules on-site in Tetovo.
• Paris 12 will locate appropriate internships for students in France
• Paris 12 will co-mentor the students in the writing of their Master’s Thesis
• Paris 12 staff will participate in the final evaluation of competencies and students’ internship report in June 2007.


SEEU will provide instruction, management and consultation in for the program, including:

• The integration of this international degree as part of the university’s 2nd cycle nationally accredited programs. The administrative process, legal requirements and backing for accreditation of this Master degree by the Accreditation Board in Macedonia has been successfully completed by June 2005.
• SEEU will teach 25% of the total ECTS credits in the Masters Program in English.
• SEEU will provide administrative and academic support for visiting French instructors to as to create pedagogic teams between the two universities and develop the selection process for identifying PhD candidates.
• The organization of a necessary summer school for intensive French language for students not fluent in French but interested in registering in the Master program.
• Provide the facilities and logistics to deliver the courses.

The French Cooperation Project from the French Embassy in Macedonia will provide:

• Continued assistance to the French Language Department.
• Liaison support and backing of the French Embassy in Macedonia so as to sign all necessary collaboration agreements between SEEU and Paris 12 to implement this Masters degree on SEEU campus.
• Through the French Cooperation Project at SEEU, organise and support arrangements needed for all visiting instructors from Paris 12.
• The support and assistance to SEEU and Paris 12 for developing further contacts, links and relationships with other partners so as to provide sustainable assistance to this program (French cooperation, Tempus and/or EU funding, AUF, etc.)

II. LEARNING AND PROFESSIONNAL OUTCOMES
The skills to be earned through this program include behavioral (intellectual and transferable) and technical (practical and knowledge-understanding) competencies aimed at mastering conceptual, intellectual and professional abilities.
This program emphasizes a strong professional component which together with a mainstream focus on decentralization and local governance can path the way towards a high level career in public service.
The main trends of the program can as well lead to expertise positions in projects financed by international organizations in areas linked with administrative reforms, decentralization, local governance, public and private management, etc.

III. PROGRAM AND CURRICULUM DESCRIPTION - 2ND CYCLE DEGREE IN PUBLIC ADMINISTRATION – PUBLIC MANAGEMENT AND LOCAL GOVERNANCE
The 2nd Cycle Program in PA will be composed of 120 ECTS credits and be taught full-time over the course of four semesters. The program is composed of core courses, elective courses, internship and thesis work.

This set of courses will prepare the candidates to meet the present and future professional challenges, with the critical thinking skills necessary to perform creatively, ethically, and effectively in a wide range of Public Administration contexts.

In addition to general SEEU 2nd cycle program requirements, the perspective student must have:

• 1st cycle (Bachelor Degree) in related field
• Excellent French language proficiency (to be tested)
• Excellent English language proficiency (to be tested)
